CCS - Community Childcare Subvention Scheme for Community Providers
1. CCS Scheme -
Those services that consider making a return should bear the following points in mind:
• The materials for the return will be sent to services by e-mail, rather than being posted out, and services will be required to make their own arrangements to print out Parent Declaration forms etc
• All parents claiming subvention from January onwards should complete a new Parent Declaration form (i.e. it is not just be for additional parents). Failure to include pre-existing parents in this return would result in a service receiving no funding for them for the period 1st January onwards
• The PPSN of both the parents and the children must be provided if subvention is being sought for them (NB neither PPSN is required if subvention is not being sought in respect of that family)
• All forms must be signed and dated by parents in January, and sent to the Directorate by registered post, by Wednesday 26 January at the latest. Failure to do so will result in those parent details not being sent for verification to the Dept of Social Protection and the HSE, which may reduce the total level of funding for that serviceParents availing of a CETS place should not be included in this return
• Children being supported under ECCE in this academic year (in their service or another) should not be included
• There will be checks to ensure that no child is double funded under the various schemes
• The closing date for making the electronic return will be Tuesday 25 January. Services which miss this deadline will not be in the file sent for verification, and it will not be possible to verify parental entitlements on foot of that return.
• Any changed funding level will be effective from 1st January 2011
• Where the return indicates a lower level of subvention is appropriate, this will reduce the funding for that service, effective from 1st January 2011. Given a payment will have already been made for the first quarter of 2011, this may result in overpayments which will be recouped from further payments in 2011CCS Appeals - Deadline Feb 3rd 2012

CCS updates
The OMCYA have announced that the CCSS (2006-2010) is to be superseded from the 1st September 2010 by a new Community Childcare Subvention (CCS) Scheme. The CCS is a mainstream scheme, and there is no end date associated with it. Contracts will be entered into on a rolling one-year basis.
Band A
•This band will now include recipients of Family Income Supplement
•Weekly Subvention for recipients of Jobseekers Benefit/Assistance will be capped at 2 ½ days per week, i.e. a part-time place each day. The rate is unchanged, and so full capitation will apply to such parents availing of sessional and half-day places, but where the child attends full daycare, no more than €50 subvention will apply per week. This will NOT apply to other Band A parents, e.g. One Parent Family Payments.Band B & C
•Band C parents (i.e. low income working parents above the FIS threshold e.g. medical and GP visit card holders) will be reclassified as Band B. This new Band B may also apply to parents who were Band A last year, although most of these are expected to qualify for Band A as a result of the re-classification of FIS.Sessional & Part Time Places
•Places of exactly 3 hours 30 minutes duration will be brought in line with the Pre-School Regulations, and will be classified as sessional places. Places of at least 3 hours 31 minutes, but no more than 5 hours duration, will continue to be counted as part-time placesOther Changes
•The baby supplement of €30 p.w. will be discontinued
•The minimum grant for services on the islands or isolated rural locations will be retained at the current rate.

CCS & ECCEThe CCS year will be in line with that of the ECCE scheme (September-August), and services will make their first CCS returns in September 2010. The effect of this is that the CCSS return made in January will calculate subvention levels for the period January-August 2010 (i.e. 8 months). All calculations for January-August funding will therefore apply on a pro-rata basis, including any relevant top-ups.
Services that made an October return have been awaiting their 2010 amounts, and these have been held pending today’s decision. These will now be re-calculated and sent out over the coming weeks, based on the 8-month period January-August 2010.

Community Childcare Subvention Scheme (CCSS) – For ParentsEligible parents can access childcare places in community childcare facilities at a reduced cost through the Community Childcare Subvention Scheme 2006-2010.
Subsidies are available for parents in receipt of social welfare payments, Family Income Support (FIS) or are engaged in education, training or work experience.
